The EES and approvals will be on public exhibition from Thursday 14 May to Friday 26 June 2026 at 11:59pm.

Hard copies of the EES summary report will be made available at the following locations during the exhibition period:

The EES includes 16 chapters, 22 technical assessments and 8 attachments and we encourage the use of electronic versions.
Make a submission
Anyone can make a submission. The EES, together with the draft PSA, Pipeline Licence Application and EPA Development Licence Application, must be made in writing and be received by 11:59pm on Friday 26 June 2026.
Submissions can be lodged via the online form on the Victorian government’s engagement website Engage Victoria: engage.vic.gov.au/Vopak-IAC
If you do not have internet access or are unable to lodge a submission online, contact Planning Panels Victoria through the Customer Call Centre on 136 186 (select option 6) and request a hard copy submission coversheet.
Submissions will be treated as public documents and will be published on the Victorian Government’s Engage Victoria website.
The submission collection process is independently managed by Planning Panels Victoria (PPV), and any inquiries regarding the management of submissions or the Inquiry and Advisory Committee (IAC) and Hearing process should be directed to PPV.
